Proverbs 11:12  

He who is devoid of wisdom despises his neighbor, but a man of understanding holds his peace.

Wisdom and understanding lead us to hold our tongues and avoid saying things we would regret. Holding our peace can promote peace, while despising our neighbor leads to more conflict.
